THE ALLIANCE OF THE ENKIDUKAI MEETING LOGS By the AoE Secretary Dharke Tirabu
INTRODUCTIONS Akaiddo says: "Welcome one and all to the Alliance of Enkidukai General Meeting. I will be your chairman for this meeting." Jacobita takes off her mantle and observes the representatives in front of her with curiosity. Gag Harmond, Barike Cheshire and Enonel Botair greets Dharke Tirabu. Dharke Tirabu greets everyone and takes a seat.. Syenna straightens her posture a bit and appears to pay intense attention to the representatives. Gag Harmond greets Jacobita Bombay. Fyrre examines the ground, wondering if she's doing anything else wrong. Barike smiles reassuringly at Fyrre. Jacobita nods warmly at Fyrre and whispers: "I did not know where to sit either" Akaiddo says: "I, Akaiddo Kivikar, recognise the role House Cheshire and Akkaio Setha Clan have in the Alliance, and recognise their representatives, led by Barike Cheshire and Eyantar Gwestav." Fyrre opens her mouth to ask something, then looks away from Jacobita. Akaiddo says: "Kore Irka Clan is represented by myself, the Nekaduky'a, Dharke Tirabu and Vakachek, my brother, from the Manthanol Council." Enonel mutters something to Syenna. Barike raises a paw and waves. Akaiddo motions towards Barike: "Master Cheshire, would you introduce your guild and it's role, and representatives?" and takes a seat. Barike nods as he stands up. Barike says: "I am Lord Barike Cheshire, Overlord of House Cheshire, with me are my two Warlords, Emmara and Atagal Lurrentse." and takes a seat by Emmara Stripus and nods to Akaiddo. Emmara nods and smiles politely. Syenna acknowledges the muttering with a tilt of her ear. She smiles softly, then watches the repersentatives again. Atagal sits there motionless and silently Akaiddo Kivikar stands up and says: "And Eyantar, would you introduce your clan and self." before sitting down. Eyantar Gwestav stands up and says: "I am Eyantar Gwestav, a humble merchant of the Akkaio Setha Clan." before sitting down.

AGENDA STARTS
1.OATH TO DECLERATION
Akaiddo Kivikar stands up and says: "Now we must move to the first part of the Agenda, the declaration document of our intents, rights, and regulations." Barike nods. Enonel mutters a coment under his breath, then chuckles. Emmara scans the crowd for who is muttering. Syenna's ears tilt forward, her full attention on Akaiddo now. Akaiddo says: "The core of the Alliance will be held incorruptable by a document we shall create and adhere to. All members of the Alliance will be required to swear to adhere to regulations of this document, to comply with giving others the rights the document affords them, and to follow the compliance set forth in the document." Dharke nods with agreement. Barike nods. Emmara listens closely. Akaiddo says "The first part is the Declaration of Allegiance. I move to open it for debate and voting upon its inclusion as part of the core document" then pulls out a scroll and reads clearly. Enonel smiles, amused, as if at a joke only he has picked up on. Dharke throws a look at Enonel. Enonel stares right back. Barike listens closely Akaiddo reads: "We, members, Member Guilds, and Core Clans of the Alliance swear to solemnly uphold the constitutional Declaration of Rights, and the Declaration of Internal Laws, for as long as we retain membership within the Alliance, so help myself in the eyes of Talad, Laanx, and Xiosia." Fyrre looks up at Akkaido as he speaks, seeming to relax a bit. Barike nods his head and continues looking towards Akaiddo. Akaiddo says: "Does any person here have any issue for debate on this Declaration?" Syenna tilts an ear slightly, looking as if she's about to speak, but seems to decide at the last minute to hold her tongue. Emmara looks thoughtful, but nods after a short pause. Barike raises a paw. "Speak, friend." Akaiddo says. "Stand." and he takes a seat. Jacobita tilts her head and flips her ears towards Barike. Barike stands and prepares to address Akaiddo and the assembled folk. Enonel whispers to Syenna Syenna tilts an ear towards Enonel, and nods slightly. Emmara shoots Enonel a glare as she identifies the source of the murmurs. Emmara turns her attention back to Lord Barike. Barike says: "I struggle with the last little bit of that piece. There are those that may not follow one of those three gods. I speak in specific about the Atheists among us." Akaiddo murmurs something to Vakachehk and stands up. Emmara's tails swishes back and forth quickly, then stops. Enonel raises his arm, grinning like an idiot. As Barike speaks, Syenna frowns softly, her expression darkening a little as she notices Enonel's raised hand. Barike continues: "While I am ambivalent about it, there may be those that would be turned away because of that one sentence." He raises an eyebrow in Enonel's direction before nodding to Akaiddo and sitting down. Akaiddo says: "Atheists of this world don't hold a lack of belief for a god, merely they choose not to worship the gods. We all know the gods are fearsome beings capable of dishing out severe punishment." Dharke frowns at Akaiddo's response. Emmara looks down at the ground and her tail swishes again. Enonel lowers his arm, looking deep in thought. Fyrre's tail-tip twitches and she looks back at the ground again. Barike tilts his head to the side shaking it slightly. Akaiddo continues: "To say Talad does not exist is sheer tomfoolery. Why, we all know that Talad was in Hydlaa just the other day, letting people ride his Pterosaur!" Barike chuckles. Emmara clenches her jaw as she continues to look at the ground. Dharke raises her arm and says: "If I may just comment..." Akaiddo says: "Yes, Dharke." and sits down. Dharke Tirabu stands up. Syenna looks to Dharke, a hopeful look on her face. Dharke says: "Could we not just exclude that line altogether? For.." Akaiddo frowns. Enonel nods in agreement, but keeps to himself. Barike nods and speaks up: "That was my thoughts on it as well." Emmara takes a quiet breath and raises her paw. Akaiddo grumbles softly: "I wonder what Laanx would say to that." Dharke coughs upon hearing Akaiddo's comment and continues: "It seems..almost irrelevant to our Alliance." Barike smiles at Emmara before his eyes cloud over for a slight second at her paws. Atagal shakes her head sligtly. Dharke says: "The gods have their own affairs and we have ours. The Alliance is not a religious organisation. That is all I have to say." and takes a seat Barike nods at Dharke's last statement. Enonel says: "Aye..." Emmara waits patiently with her paw in the air. Jacobita nods silently. Fyrre nods. Akaiddo stands up and says: "Aye, Emmara. Stand and speak." before sitting. Emmara Stripus stands up. Barike smiles at Emmara. Fyrre watches Emmara. Atagal's ears move to listen to Emmara. Emmara stands and says: "I agree with Dharke. Can't we just say '....in the eyes of our peers and fellow enkidukai'?" Jacobita smiles at Emmara and nods in agreement. Akaiddo's expression seems to soften fairly. Syenna meekly raises a hand, nodding in agreement. Emmara continues: "It is them that will judge us and act upon their judgements if we do not lead them well." Syenna lowers her hand as Emmara continues. Barike nods. Dharke nods and looks at Akaiddo. Akaiddo Kivikar stands up. Barike smiles at Syenna before turning and looking at Akaiddo. Akaiddo says: "I suppose that is a fair replacement." Emmara nods and sits again. Akaiddo asks: "Any other debate?" Emmara shakes her head. Barike says, smiling: "I make a motion to replace the original sentence with the one Emmara used." Akaiddo says: "I second that." Emmara says: "I second it." Dharke motions her approval. Atagal nods in agreement. Akaiddo says: "All representatives voting in favour, stand, and say Aye." before adding: "Aye." Emmara Stripus stands up and says: "Aye." Dharke Tirabu stands up and says: "Aye!" Atagal Saurar stands up and says: "Aye..." Eyantar Gwestav stands up and says: "Aye." Fyrre Tijorra stands up, smiles and says: "Aye." Barike Cheshire stands up and says: "Aye." Gag nods quietly in agreement. Vakachehk looks down, smiles, and says: "The vote is passed." Emmara smiles nicely at Fyrre, but motions for her to sit down. Everyone takes a seat. Vakachehk grunts lightly. Emmara glances over at Fyrre and gives her a reassuring wink and a nod at her enthusiam. Fyrre sees that no one from the group she's in is voting, and stares at the ground with her pink cheeks plainly visible through her fur. Jacobita smiles reassuring at Fyrre and offers her a snowbud flower. Barike smiles reassuringly at Fyrre. Fyrre looks at the flower and backs away, still kneeling. Akaiddo says: "Any other debate on the first Declaration?" Barike shakes his head "Not from me." Dharke shrugs casually. Emmara shakes her head slightly. Akaiddo says: "I shall read the amended line again."and reads: "We, members, Member Guilds, and Core Clans of the Alliance swear to solemnly uphold the constitutional Declaration of Rights, and the Declaration of Internal Laws, for as long as we retain membership within the Alliance, so help myself in the eyes of my peers and fellow Enkidukai." Akaiddo asks: "Do we all agree on that?" Jacobita shrugs and lays the flower between herself and Fyrre. Dharke nods at Akaiddo. Barike nods. Akaiddo looks to the Cheshire representatives and Eyantar. Emmara nods clearly. Eyantar nods and smiles. Atagal nods. Fyrre unsheathes her claws on one hand and half-heartedly tears at some moss in front of her.

2.DECLERATION OF RIGHTS
Akaiddo says: "Now for the Declaration of Rights. The first sentence reads: "The Alliance and it's members, Member Guilds, and Core Clans recognise the following rights of the Enkidukai..." and then says:" Any objections before we move on?" Barike shakes his head. Atagal stays silent. Emmara shakes her head slightly. Dharke raises a brow at Akaiddo. Akaiddo says: "I open the floor to debate on the rights we shall agree to uphold within the document." before sitting down. Barike tilts his head to the side slightly. Dharke says in a loud voice: "Then, allow me to give the first suggestion..." and stands up.

2.1-RIGHT TO EVERY LAW-ABIDING TO LIFE
Dharke says: "The fundemental rights should be observed first, in my opinion." and continues in saying: "The right for every enkidukai, to life." before sitting down. Akaiddo says: "Aye." Barike shakes his head and stands up. Akaiddo Kivikar also stands up. Barike stands and turns to Dharke, saying: "I disagree slightly." Dharke shrugs, unaffected. Gag Harmond returns from absense and takes a seat. Fyrre's expression stays neutral. Her ears pivoting to the speakers are the only sign that she's paying attention. Jacobita looks a bit confused as why something that self-evident would need to get written down.Akaiddo says: "May I amend that? The right to every law-abiding Enkidukai to life." Barike nods to Akaiddo: "Yes, that I will agree with, thank you." and sits back down. Dharke hesitates. Emmara nods at the slight but important change. Dharke stays silent after observing no other reaction in the crowd. Akaiddo says: " 'Else we would have bandits citing our own documents while we hunt them, using it to get away from our punishment." Barike nods. Jacobita thinks for a moment about the difference in the sentences then nods slightly. Akaiddo says: "My next advocation may prove more controversial." Barike chuckles and says: "Just say it, Akaiddo."

2.2-RIGHT TO THE OCTARCHY TO LAWS AND PUNISHMENT
Akaiddo says: "The right of the Octarchy to create and police laws, and exact punishment on those who break them." Emmara shifts uncomfortably. Barike Cheshire stands up and says: "I agree on that one." Fyrre narrows her eyes. Emmara raises her paw. Enonel says: "They're just a bunch of people who think they own us..." Syenna glances at Enonel, looking surprised at his comment. Barike continues: "As without the Octarchy keeping all different races unified, Yliakum would become a wasteland." and sits back down. Emmara lowers her paw. She bites her lower lip in thought. Atagal glances at Emmara. Emmara stirs from her reverie and eyes the outspoken menki closely. Akaiddo says: "All in favour stand and say 'Aye'." He then says; "Aye." Dharke Tirabu stands up and says: "Aye, me." Vakachehk Kivikar stands proudly and says: "Aye!" Barike Cheshire stands up and says: "Aye." Emmara Stripus stands hesitantly and says: "Aye." Jacobita bites her lip as she seems to ponder a thought. Atagal only stands after Emmara. Eyantar says: "For the lack of a future Kull to lead us astray, I vote 'Aye'." Vakachehk says: "It is passed." Everyone takes a seat.

2.3-THE RIGHT FOR LAW-ABIDING ENKIDUKAI TO FREE TRADE
Akaiddo Kivikar stands up and says: "I move for a right of free trade amongst law abiding Enkidukai." Barike Cheshire stands up and says: "If I may amend that?" Akaiddo replies: "Sure." and takes a seat. Emmara looks confused. Barike says: "I move for a right to free and fair trade amongst law abiding Enkidukai." Atagal nods slightly. Akaiddo says: "Aye." Barike glances around: "Any objections?" There is no answer in the crowd. Akaiddo says: "Nay." At the same time, Emmara looks to Barike and says: "I don't understand the term 'free trade'" Enonel says, nodding: "Nothing is free" Barike turns to Emmara "Free trade as in..." and pauses to think. Atagal glances at Emmara and says: "Taxless?" Dharke nods at Atagal. Akaiddo says: "That we will not tax or prevent any trade between law abiding Enkidukai." Barike says: "Free trade as in no tax and not preventing any trade between Law Abiding Enkidukai." Emmara smiles and waves her paw casually, saying: "Thank you." Enonel smiles: "But you'll tax criminal trade?" Fyrre tilts her head as if questioning the ground. Enonel chuckles. Dharke turns to Enonel and says: "Well, we'll no doubt prevent crminal trade, won't we?" Barike glances around, saying: "Then all in favor stand and say 'Aye." Atagal Saurar stands and says: "Aye..." Emmara Stripud stands and says: "Aye." Dharke Tirabu stands and says: "Yes yes." Akaiddo Kivikar stands and says: "Aye." Eyantar Gwestav stands and says: "Aye." Vakachehk Kivikar stands and says: "Aye." Barike smiles and says; "Back to you, Akaiddo." Everyone but Akaiddo Kivikar takes a seat. Enonel whispers to Syenna. Dharke glances at Enonel uncomfortably.[color=greenAkaiddo says: "Then it is passed."[/color] Barike nods. Akaiddo then says: "Any other rights for debate?"

2.4-THE RIGHT TO FAIR TRIAL/THE RIGHT TO GIVE TRIAL/INVESTIGATE INTERNALLY
Barike stands and nods. Emmara, raising her paw, stands at the same time. Akaiddo Kivikar takes a seat. Barike sits back down nodding to Emmara at the same time Emmara sits and defers to Barike. Dharke giggles slightly. Barike chuckles. Syenna covers her mouth, giving something between a cough and a chuckle, and then mutters something hardly audibly to Enonel. Emmara stands up, looking a little flustered and then remembers what she was going to say, saying: "The right to a fair trial." and then continues: "We can't have people just randomly accusing other enki's of crimes and not have it reviewed for truth or falsehoods." Akaiddo replies: "Trials are the Octarchy's work, are they not?" Emmara tilts her head in thought.Akaiddo goes on: "So you say the Alliance should internally investigate before taking internal action?" Dharke raises her eyebrow at Akaiddo, then says: "And making sure citizens abided the law are also the Octarchy's work, is it not?" Emmara responds: "The octarchy are busy, there are smaller crimes that we can handle in our own community."Fyrre spreads the scraps of moss in front of herand begins to make lines in it. Barike nods: "The Alliance must investigate it's own crimes. If they move beyond petty small crimes, then it should be passed along to the Octarchy." Emmara says: "Theft or property destruction for instance." Akaiddo says: "If committed by a member of the Alliance then we should act upon it, or if committed against a member of the Alliance." Barike smiles: "We will not hinder the Octarchy. If they wish to investigate and prosecute, I say let them. But, if we as Enkidukai can not self-police ourselves, what does that show to others?" Emmara nods and takes a seat. Akaiddo Kivikar stands up. Enonel calls out: "It shows them that we are lazy!" Fyrre abruptly stops, sweeping a hand across the mess before the picture can be recognized as anything. Barike glances in Fyrre's direction at the sudden movement. Gag Harmond stands up. He looks down at Enonel quietly. Emmara shakes her head: "Not lazy, but not having pride and honor to care what happens to our own race." Akaiddo says: "I move to amend the sentence 'The right of an Alliance member to a fair trial by his peers, before internal action is taken, such as suspension of expulsion.' He then adds: "What does not concern our members, we should not meddle with." Barike taps his chin shaking his head slightly: "No, it still doesn't sound quite right." Emmara nods in agreement with Barike. Akaiddo says: "The right of an -accused- ?" Emmara nods, "that sounds closer to correct." Enonel leans over to Syenna, not noticing Gag, and whispers. Barike shakes his head: "No, that's not quite enough either."He scratches the side of his head in thought. Dharke says: "I believe Barike would like all enkidukai to be involved here." Emmara nods: "Yes." Dharke looks at Barike, asking: "If that is what you meant?" Barike nods: "Yes, that as well." and adds: "Though not just that." Akaiddo says: "Aye, but the Octarchy does not always smile upon vigilantes." Barike shakes his head firmly "I never said being vigilantes." Emmara says: "We are giving the Octarchy the right to stage an independent investigation." Barike Cheshire stands up. Gag looks over to Akaiddo. Barike says: "The Octarchy, as Emmara mentioned, is busy." He then says: "I do NOT advocate getting in their way." Dharke mutters to herself: "They're busy for a reason" Syenna meekly raises her hand: "If-if I may?" Barike continues: "I do say though, that small crimes, like petty theft, and such small things should not be immediately reported to the Octarchy." Akaiddo says: "In my opinion we require their approval before dealing in any way to crime." Barike nods: "Hear me out if you don't mind." Akaiddo Kivikar takes a seat. Emmara glances at Syenna curiously. Syenna folds her hands in her lap, ears tilted towards Barike. Barike says: "If we as Enkidukai can not maintain order within ourselves...as Enonel said, that shows we are lazy and lowers our esteem in the eyes of the other races." He adds: "Are we not a proud race?" Dharke makes no response to Barike's question. Emmara nods silently. Jacobita glares at Barike and nods. Akaiddo says: "So what is your amended sentence then?" Barike says: "If someone commits a petty theft from another Enkidukai, I say it will be investigated thoroughly and THEN a report can be handed to the representative of the Octarchy - if it is found to be against the law." Syenna nods. Dharke says: "Petty theft is against the law." Emmara says: "Yes, but we can investigate to see if the claim is true. Barike nods to Dharke: "Yes, it is agains the law. But if it is just an accusation that is made, with no fact, that lowers our esteem in the eyes of the Octarchy." Barike glances at Akaiddo: "I'm not that great with all that legal speak. I say we let Syenna speak, to hear what she has to say." Akaiddo says: "Let her speak." Barike motions to [color-navy]Syenna: "You had your hand up I believe?" He sits down. Syenna says: "Ah, I was going to say essentially the same thing as Sir Cheshire - that we gather the proof of the crime and report it to the Octarchy." She smiles sheepishly: "That was it." and shrugs. Akaiddo Kivikar stands up. Barike nods with a smile. Emmara says: "That will help keep the Octarchy courts free-er and more efficient." Gag Harmond takes a seat. Barike nods to Emmara. Akaiddo says: "The right of every Enkidukai to a fair and unbiased investigation"? Emmara says: "It will be their final decision if a crime was commited maliciously or by ignornace. Enonel raises a paw: "If I may.." Gag nods quietly towards Enonel. Emmara looks to Akaiddo[color=teal to see his response to [/color]Enonel. Akaiddo nods to Enonel. Enonel says: "I'm thinking that we just handle our crime on our own..." Emmara turns to the menki as he speaks. Enonel continues: "Though if the Octarchs want to get involved, then they can." Akaiddo shakes his head. Emmara shakes her head: "That will lead to mob action and chaos." Jacobita looks at Barike as if she wanted to contribute something. Enonel says: "That's what you, the representatives are for, keeping order, like the Octarchs." Akaiddo says: "Nay, you misjudge our position entirely." Emmara says: "That is part of our job, we are also here to help restore vitality to Ojaveda. Barike shakes his head at Enonel: "In the future if the Octarchy grant us that position then we can reopen it for discussion." Akaiddo says: "This Alliance is economic, commercial, not a police over all Enkidukai. Barike glances up at Akaiddo: "If Jacobita may?" Akaiddo nods to Jacobita and takes a seat. Barike smiles at Jacobita. Emmara says: "The Kore Irka Clan has offered to provide in city policing." Akaiddo says: "Small scale, a deterrant." Emmara looks to Jacobita. Barike raises his eyebrow at Jacobita with a smile. Jacobita says: "I think we should stay in close contact to a representative of the octarchy who will be informed on all investigations and actions and thus may judge when it will be necessary to contact the Octarchy to take measures." Barike nods: "Yes, I agree with that." Emmara raises her eyebrows and nods with approval. Enonel nods in agreement, "That makes more sense" Barike turns to Akaiddo with a nod. Jacobita takes a deep and relieved breath Akaiddo says: "But how do we put this in a sentence for our Declaration?" Barike smiles: "Why only one sentence?" Emmara laughs softly: "Because she said it all concisely and not long winded." She then adds: "I like the idea." Barike chuckles: "I wasn't meaning Jacobita's sentence, I was asking Akaiddo." Akaiddo replies: "This is a Declaration of Rights... not the Declaration of Policies... if you understand my meaning" Barike nods. Akaiddo continues: "We are writing the rights of our members under us, not how we will enforce the rights." Emmara sighs: "He is right...we were starting to command the entire enki population instead of righting rules to govern the alliances behavior as representatives of our race." Jacobita tries not to draw attention to herself as she wipes some sweat off her face. Barike says: "Then, 'The right of a fair and balanced investigation and justice.'? Akaiddo says: "I agree with Barike's suggestion. Any objections?" Dharke chuckes and mutters something about going in circles. Emmara nods: "It is more back on track with governing alliance behavior." Barike holds up a paw: "I don't like the last two words of my suggestion." Akaiddo asks: "Then why did you say it?" Barike grins: "I said what first came to mind, and thinking back on it I would expound on it a bit." Emmara puts her face in her paws, but quietly hisses and pulls her head out of her bandaged palms. Barike glances at Emmara with concern before turning back to Akaiddo. Akaiddo says: "Then amend your sentence."[/color] Atagal looks at Emmara. Emmara folds her paws in her lap. Barike says: "The right to a fair and balanced investigation, and free access to justice."? Akaiddo says: "Aye. Any objections?" He stands up. Emmara's whiskers twitch: "I'm sure the Octarchy would be happy to let a criminal be put in their jail for free." Barike chuckles "I still don't think the wording is right. But nobody seems to have any better suggestions." Emmara turns serious and stands up, saying: "Aye." Barike glances up at Emmara with a smile. Akaiddo says: "Your objection?" Emmara sits down again. Akaiddo says: "Sorry, I misunderstood. Any more rights?" Emmara looks down at the ground and bites her lower lip gently. Akaiddo says: If not, I move that we skip over the Declaration of Internal Laws, as these Declarations seem to be taking alot of time, and we can re discuss it at a later, more appropriate time. Barike shakes his head "Not at this time from myself." He glances left and right at Emmara and Atagal. He tilts his head to the side, saying: "Oh, wait!" Jacobita thinks for a moment, then looks apologetically at Barike as she slowly raises her hand. Emmara looks up from her pondering. Barike smiles: "Go ahead Jacobita." Emmara turns to Jacobita. Akaiddo says: "Oh, go ahead." and takes a seat.

2.5-RIGHT TO BASIC MEDICAL TREATMENT
Jacobita says: "At least every member of the Alliance should have free access to the most basic medical treatment." Enonel nods silently. Akaiddo says: "She's right." Barike nods to Jacobita "That is true." Atagal glances at Jacobita. Akaiddo says: "The right to free medical care in case of injury or illness. Any objections?" Emmara tilts her head: "I already use crystal way to help people without charging them." She then shrugs: "But I suppose there are others out there that might charge for their services." Barike glances at Akaiddo: "Aye, sounds good to me. I do have one other point." Akaiddo says: "Go ahead." Jacobita smiles shyly and is obviously glad. RIGHT TO FREE SPEECH AMONGST OURSELVES
Barike nods: "Then what of 'the right to free speech among ourselves'."[/color] Dharke grins at Myriliana. Emmara eyes the fenki that arrived late. Akaiddo furrows his brow, contemplating it. Gag Harmond greets Myriliana Rakivik. Akaiddo says: "What of slandering others?" Enonel says: "I was about to say that." Emmara says: " 'Not very honorable" Akaiddo continues: "And I have not seen this right allowed within the Octarchy either." Barike shrugs: "But on the other side of the Octarchy there may be those that are in the right - that by popular opinion - are kept silent." Enonel says: "Maybe you should pass it then, set your laws apart from the Octarchy's." Akaiddo says: "I see it as inconsequential, however. Alliance members should have the right to advocate their opinions here at our meetings and wherever they go, to each other." Emmara does a slow blink and nods, saying: "True." Barike nods: "Granted, I retract my statement." Emmara shakes her head slightly: "So easy it is to accidentally slip into general terms and try to create rules for our entire race." Akaiddo says: "Any objections to 'The right to free speech'?" Emmara looks at Akaiddo, "I have none." Akaiddo Kivikar stands up, sighly heavily. Barike smiles but shakes his head: "None from me." Akaiddo says: "I move to close discussion on The Declarations, having finished the Declaration of Allegiance, and the Declaration of Rights. The Declaration of Internal Laws will be discussed at a dedicated meeting organised at a later time and date." Barike raises a paw: "Seconded." Atagal nods. Akaiddo says: "Any objections?" Emmara stays still and watches Akaiddo. Akaiddo says: "We now move to the next part of our Agenda, the election of vital positions. These positions are temporary, and re-elected at designated re-election meetings." Emmara's ears twitch. Dharke interrupts Akaiddo. "Wait! I think we are missing something here" Akaiddo says: "Yes?" Dharke Tirabu stands up. Syenna shifts position a bit, making herself more comfortable. Akaiddo Kivikar takes a seat. Dharke says: "Either I must have lost concentration, or have we not discussed the obligations of being a part of this Alliance?" Akaiddo says: "The internal laws?" Dharke continues: "That is, we must answer a call for help from another member...or must always accept summons to battle by the Alliance." She hastily adds. "Only as an example" Emmara shakes her head. Jacobita frowns as Dharke mentiones battles Enonel raises a paw, and without waiting for anyone to acknowledge him, says: "I have a question... How many member's from each group are actually needed?" Emmara ignores Enonel and her eyes flash slightly as she confidently raises her hand. Barike raises a paw. Akaiddo says: "Dharke, that would be discussed under the Internal Laws, I would assume." Gag frowns about Enonel's impatience. Dharke frowns: "Then, ignore that and please continue" and she takes a seat. Akaiddo seems to completely ignore Enonel. Barike nods as he lowers his paw and smiles at Emmara. He pointedly ignores Enonel. Enonel nods, then smiles. Akaiddo says: "Emmara?" Emmara's eyes still hold a fire but she lowers her paw. Gag Harmond greets Resildren Kistos and he shows Resildren a finger on his lips. Akaiddo Kivikar stands up. Emmara nods politely: "I hold my opinion since you have said Internal Laws are for another meeting."

3. NOMINATIONS
Akaiddo says: "Then on to the nominations." Gag Harmond takes a seat. Akaiddo says: "You cannot nominate yourself. Upon nomination, someone, again, other than you, must second your nomination. We then wait until all nominations are made and vote for the person we desire to take up the role." Emmara says: "Excuse me." Akaiddo says: "Yes?" Emmara says: "Shouldn't we discuss if all the positions are necessary and what they are so that people can be nominated for the most appropriate positions.?" Akaiddo says: "I guess we can do that as we go through the positions, or would you rather we overview them all first?" Barike speaks up: "I think we shoudl review them first." Emmara says: "If you would at least run through the titles of the available positions, that would be helpful." Barike nods: "What Emmara said rather." Akaiddo says: "There is Chairman, Secretary, Treasurer, Priest, and Physician." Emmara raises her eyebrow at the mention of a priest. Barike raises an eyebrow: "Physician?" Akaiddo says: "We have the right to free healthcare, how can we do that with no physician?" Barike nods "Yes, but I think that is an aweful large workload. And I don't at present know a fully trained physician that can be nominated that is an Enkidukai."

3.1-DEBATE ON PRIEST POSITION
Emmara says: "Didn't we agree to not bring religion into the alliance?" Gag raises his hand. Barike turns to Gag. Emmara follows Barike's gaze. Akaiddo says: "The Priest is there for any who require the help of a priest, and has no further jurisdiction." He then turns to Gag and takes a seat. Gag Harmond stands up and says: "I just would like to mention that priests may prefer one god over another...it might not be easy to find one who would be suitable as contact person for all believing members, without regard of their preferred god." He sits down. Akaiddo Kivikar stands up. Emmara nods. Barike nods: "I had the same thought myself." Akaiddo says: "So that would be a requirement of a nominee." He adds: "Not all positions have to be found today." Emmara shakes her head. Barike chuckles: "That's a good thing." Emmara raises her paw. Akaiddo nods to Emmara and takes a seat. Emmara Stripus stands up. Dharke shakes her head: "This is similar to the rights argument. Religion is irrelevant here, in my opinion." Syenna nods in agreement with Dharke. Akaiddo looks at Dharke uncomfortably. Emmara says: "The position should be taken off the list. Any enki that worships a particular god is well aware of where they can find spiritual guidance. If we choose one priest than it will appear that we support the religion he or she preaches." She takes a seat. Akaiddo stands. He says: "Then perhaps we should elect one priest of each religion." Jacobita raises a paw. Enonel shakes his head, smiling. Emmara shakes her head: "Leave religion to the churches and let us conduct business to rebuild Ojaveda." Akaiddo says: "I would rather we provide the services to our followers than make it seem we are entirely secular." Akaiddo nods to Jacobita and takes a seat. Barike smiles at Jacobita. Jacobita says: "We could nominate priests we trust and leave it to them." Emmara clenches her teeth. Barike shakes his head. Akaiddo Kivikar stands up and says: "It is of my opinion that completely alienating religious members of the Alliance is foolhardy. Atagal Saurar takes a seat. Emmara says: "We are not alienating them." Akaiddo replies: "We are certainly not supporting them." Dharke says: "We never said that." Barike says: "How are we alienating them by choosing to let each of them find their representative of their religion" Emmara says: "We are here to rebuild Oja!" Enonel looks around: "Yes. This place is a mess..." Atagal glares at Enonel. Emmara says: "They know where their respective churches are and they can seek spiritual consoul there." Akaiddo's voice is clearly angry: "We are here to serve Enkidukai in any way we can, not just the way that suits ourselves." Dharke responds: "Well said, Akaiddo. Which is why I hardly see how religion is involved here. Myriliana agrees with Dharke. Emmara says: "We struck religion from the declaration of allegianced but now you want to bring it back in." Syenna nods. Jacobita says: "I- I think we should not make regulations ourselves or choosing one of us to take care of religious questions but know whom we trust to take care of our members." There is no response, and Jacobita turns silent and glares at the ground. Dharke looks at Jacobita sympathetically. color=teal]Atagal glances at Akaiddo: "Far as I see your the only one insisting on religion..." Barike nods at Atagal's comment. Akaiddo says: "I take it you do not follow or worship a god, Emmara. As such, ye could not see the need for each religion's follower to want a priest." Emmara sneers: "Do not presume to know about my religious beliefs." Atagal glares at Akaiddo: "So your taking defence now?" Dharke says: "I follow and worship Xiosia but I do not see a need, either." Barike nods to Jacobita before turning to Akaiddo: "Be wary of nipping at the heels of my warlords." Emmara snarls: "You know NOTHING of my experiences with religion." Enonel folds his ears down. Barike's lips curl back slightly to show his teeth as he looks at Akaiddo. Dharke falls silent and looks at Emmara. Gag Harmond stands up, greets all and takes a seat. Syenna blinks at Emmara's reaction, and then turns says: "Clearly, the topic is a very sensitive one - perhaps it'd be for the best, remaining secular?" Dharke nods at Syenna. Akaiddo says: "As a staunch follwer of Talad, like all my ancestors, I see a need for a priest of Talad for myself. As close as possible to where I work. I see a need to have that for ALL who follow their own gods or godesses." Atagal says: "Really, no one other than you insist." Barike snorts "Then let each guild work that out on it's own." Emmara says: "I don't disagree with that. Let them find that solace in the churches not with their politicians." Enonel shakes his head: "Division already..." Akaiddo says: "So you say we should have seperate priests in each guild in the Alliance, rather than one per religion? What an over use of man-power, all for your...atheistic pleasing." Emmara says: "NO!!" She roars. Atagal glances around: "Well they have nothing better to do other than sit and preach." Gag Harmond stands. Emmara continues: "You are not listening. Let the churches handle religion and let us be politicians." Barike shrugs: "Who said each guild had to have a seperate priest from another guild? A priest, if chosen can help all guilds." Enonel keeps his ears down. He leans over to Syenna and whispers. Syenna rolls her eyes at Enonel Gag raises both hands. Atagal looks at Gag. Akaiddo says: "That is why I suggest we have a token priest for each religion. So far I se no tangible reason why we should not seek to please those of us who follow a god." He then nods at Gag, taking a seat. Emmara responds: "Guilds do not necessarily need priests, that is what the churches were built for. Barike shakes his head "To me that sounds as if the alliance is forcing a religion on us." He turns to look at Gag. Dharke nods grimly. Emmara eyes Gag. She remains tense. Akaiddo says: "How so? We are providing an option for those who follow, there is no pressure to use the service of the priest or priests." Atagal says: "There has always been a option for them as Emmara said." Gag speaks: "If this topic raises emotions in such a level that this discussion gets compromised ... I wonder if you may prefer to postpone it to a separate meeting...the schedule is not yet halfway done, I believe." Emmara continues to speak: "They have no purpose in the alliance you already said they have no jurisdiction, so why waste the time to elect them within the alliance." Akaiddo growls lowly: "Always the opinion of the atheist that religion is only a waste." Jacobita says: "Can't we simply cooporate with the churches? - do we really have to meddle on their ground? ... It --- It should be sufficient if we are able to name a trustworthy chirchs representative to whomever asks." She tilts her ears and mutters: "You are all behaving like children." Atagal hisses lightly at Akaiddo: "This is not just for you to decide after all that is why we all are here." Syenna says: "Well, perhaps there should be a vote as to whether there should be priests or note and then the meeting can continue?" Emmara stands and crouches: "I AM NOT going to listen to you criticize what you do not understand about me!!" Atagal looks at Emmara "Lurre." Barike bares his teeth again: "Do ye try to alienate us so quickly? I respect the religion of others. But I will not have it forced on me." He glances up at Emmara: "Vejhaba, easy." Akaiddo says: "There is no forcing! It is the providing of a necessary service to those who wish to use it." Emmara says: "That is what the churches DO!! Barike turns to Akaiddo: "I move that we discuss this at a later meeting as Gag suggests." At the same time, Atagal looks at Akaiddo: "Than lets vote like the fenki earlier said..." Gag shouts: "Enkidukai of Ojaveda! Do you remember that you are going to build an alliance?" Dharke smiles weakely at Gag. Jacobita stares sadly at the ground just barely holding back some tears. Atagal shrugs: "Or as Barike and Gag say." Enonel points at Gag, "Human is right." Gag frowns and adds: "Please excuse my outbreak...I am only a guest, only here to listen." He takes a seat. Barike nods to Gag "Thank you, hence the reason I will take your earlier suggestion to rediscuss it later." Emmara clenches her fists and her claws sink into her bandages. Atagal looks at Emmara: "Lurre, sit please." Emmara closes her eyes for a second. She opens them slowly and forces herself to sit. Akaiddo says: "I think you are alienating those who follow their gods and traditions, by forcing them to walk all the way to Gugrontid to see a Priest of Talad, or to Hydlaa to see a Priest of Laanx." Atagal glances at Akaiddo: "Enough." Barike turns to Gag and smiles: "Lord Harmond, you are an honored guest though. Your input is appreciated." Akaiddo says: "I agree, Ambassador to Queen Lolitra, you are very respected amongst us." He then stands and begins: "I move for two things." Barike stares hard at Akaiddo: "We will discuss this at a later date, otherwise, I will be forced to tender the resignation of House Cheshire from the alliance." Atagal moves a little closer to Emmara, placing a paw on Emmara's shoulder and whispers. Akaiddo continues: "I move for a new right to be added to the list of rights. 'The right to freedom of religion'." Enonel says: "Ugh! Not again!" Barike raises an eyebrow and speaks forcefully: "Later Akaiddo, or else." Dharke says: "Enough about gods today." Emmara trembles but says nothing. Atagal leaves her paw on Emmara's shoulder. Barike wrests a paw lightly on Emmara's knee for a few seconds as he smiles lightly at her. Akaiddo says: "I vote to postpone the rest of this meeting till a later date to let tensions ease." Enonel mutters: "...wise..." Barike smiles thinly: "The whole meeting doesn't have to be postponed, just the one topic." Dharke nods. Barike shrugs: "But it is up to a vote." Enonel says: "Letting tensions ease would be better." Atagal looks at Barike: "I think it might help some..." Akaiddo says: "I disagree, as the topic has flared up bare hatred in my face, bare discrimination, and I can not sit by and pretend like it does not bother me." Barike nods with a shrug: "As you wish." Emmara's voice is tense: "The alliance is important, we should skip this topic for now and continue." Syenna nods. Barike nods: "I agree with Emmara though." Atagal looks at Emmara. Akaiddo says: "How much are we looking to skip?" Dharke responds: "Just electing a priest, maybe?" Barike smiles: "Any mention of religion or a priest." Akaiddo continues: "And why skip, when we will just bare the tension again next time?" Dharke responds: "Then ask, why postpone the meeting now, when we will just bare tension against next time?" Akaiddo goes on: "What good does it do to prolong our disagreement?" Syenna responds: "What good does it do to refuse to just agree to disagree and move on?" Barike shrugs: "We are all on edge right now, let discussions of religion wait."

3.2-CHAIRMAN NOMINATIONS
Akaiddo says: "Then nominate your Chairmans." He sits down. Barike whispers quietly to Atagal and Emmara. Emmara keeps her head down, but her ear swivels toward Barike. Dharke tentively begins: "Perhaps we should make selection easier by defining what a Chairman will do and what attributes are to be expected from them?" Akaiddo replies: "The Chairman does the role I have been doing so far, running meetings." Barike nods as he finishes talking to Emmara nad Atagal before turning back to Akaiddo. Dharke speaks slowly: "So..we're looking for someone who is organised and..." She looks around desperately at the crowd. Emmara finishes: "Neutral." She adds: "When announcing topics." Syenna says: "Aye, neutral - and calm." Barike nods. Dharke nods: "Being unbiased is important" Akaiddo says: "And someone who cares for the needs of all members, who won't overlook the wishes of a member to speak in turn." Atagal sighs lightly. Enonel nods: "We should elect a chairman who is not alligned with a guild." Akaiddo responds: "Nay, Enonel." Dharke looks up in surprise: "Someone not from the Alliance?" Enonel replies: "No, an Induvidual member." Barike glances around "All seven of us will give an opinion?" Syenna tilts an ear. Emmara's ears twitch at the new idea. Akaiddo says: "It is my opinion that we should nominate someone who is not a leader of a guild or clan." Dharke nods: "Yes, that should be a rule" Akaiddo Kivikar stands and says: "I nominate Dharke Tirabu." He takes a seat. Dharke says: "NO." She shakes her head vigorously and says: "I don't accept this nomination." Akaiddo says: "I guess not then. Barike tilts his head slightly. Emmara looks disappointed. Atagal glances at Dharke. Dharke goes pink. Syenna arches a brow at the reaction. Akaiddo mutters quietly to Dharke. Enonel says: "No single person should be chairman, it should be a different chairman each meeting." Barike scratches the side of his head in thought. Dharke coughs and says: "That would not be practical." Emmara calmly but clearly says, "Lord Barike Cheshire." Barike raises an eyebrow at Emmara before shrugging. He glances around after Emmara spoke up to gauge the reaction. Atagal nods in agreement with Emmara. Eyantar Gwestav stands up. He says: "I nominate Akaiddo Kivikar." before sitting down again. Dharke raises an eyebrow. Barike glances over at Eyantar before shaking his head. Akaiddo Kivikar stands and says: "For either nomination to proceed, there must be a seconding of each." He sits down. Atagal says: "I also nominate Barike." Akaiddo says: "Any further nominations?"

3.3-TREASURER NOMINATIONS
Dharke Tirabu returns from absense and takes a seat. Atagal shrugs lightly and whispers to Barike. Barike leans over to listen closer to Atagal. Akaiddo says: "Then Vakachehk it is." Gag Harmond claps for Vakachehk Kivikar. Akaiddo then says: "Now for Secretary."

NOMINATIONS FOR SECRETARY
Barike nods to Atagal before smiling at Emmara and reaching carefully for her paws. He whispers quietly to Emmara. Emmara watches Barike closely and tenses her paws. She whispers back. Barike turns his head towards Akaiddo. "I nominate Emmara." Akaiddo Kivikar stands up and says: "I nominate Dharke Tirabu." He sits down. Dharke nods. Emmara's eyes widen. Eyantar Gwestav stands up and he says: "I second the nomination for Dharke Tirabu." Atagal says: May I ask what the Secretary's job is?" Barike shrugs at Emmara's whispered words before turning back towards Akaiddo. Akaiddo Kivikar stands and says: "The Secretary writes up the minutes and happenings of the meeting and also write letters on behalf of the Alliance to whomever necessary. They handle the bookwork." He takes a seat. Dharke clears her throat and says: "Actually." She continues: "Perhaps it is unfair for more than one member of the same clan to be in the council." Atagal glances at Barike. Enonel nods: "Aye." Barike leans back to whisper to Atagal. Akaiddo says: "What do you mean?" Dharke replies: "Imbalance of focus of interests." Barike nods with a shrug: "Though it is hard with so few guilds within the alliance." Akaiddo says: "The secretary, treasurer and Chairman do not get extra votes, they are for the most part of service to the Alliance." Dharke responds: "Oh dear, my apologies. I was confused there." Akaiddo says: "Anyone seconding the nomination for Emmara?" Atagal looks at Emmara and whispers. Emmara tilts her head: "If I'm accepted to the position, I don't have to create the letters, right? I just have to record and write the meetings and to write what everyone else agrees for the letters, right?" Akaiddo answers: "You generally write the formal aspect of the letter conveying what the Council of Representatives wishes to have sent." Dharke looks at Emmara in bewilderment. Barike whispers to Emmara. Emmara nods to Akaiddo's explanation. Akaiddo says: "Does anyone second the nomination? So far Dharke is unchallenged." Atagal says: "I second Emmara..." Akaiddo says: "Then we must vote." Barike raises an eyebrow. Akaiddo continues: "All in favour of Dharke stand and say "Aye." He then stands and says: "Aye." Dharke snorts after a brief silence. Eyantar stands and says: "Aye." Myriliana Rakivik stands and says: "Aye." Vakachehk says: "Aye." Emmara holds up her paw, wishing to point out that Kore Irka Clan has made an illegal four votes. The problem is resolved and that is three votes from Kore Irka. Everyone sits down. Barike shrugs. Akaiddo says: "All in favour of Emmara stand and say 'Aye'." Atagal Saurar stands and says: "Aye..." Barike Cheshire stands and says: "Aye." Emmara stays seated: "I choose not to vote." Akaiddo says: "That is two votes to three, Dharke wins."
